About the Role

The purpose of this position is to develop the experience and skills necessary to perform compliance inspections; evaluate intrastate and interstate hazardous materials operators subject to Federal authority; investigate hazardous materials incidents and failures; and represent the Office of Hazardous Materials Safety in matters related to hazardous materials safety before federal, state, and industry authorities.

What You'll Do

  • As a Compliance Investigator, you will: Under the guidance of a Journeyman or Supervisory Compliance Investigator plan, coordinate and conduct compliance inspections and investigations of Hazardous Materials shippers, carriers, packaging manufacturers, re-testers, repairers, rebuilders, special permit and approval holders to enhance public safety by air, rail, highway, and water.
  • Assist in collecting evidence (e.g., case files, reports of the lead investigator, statements, and photographs); violations; and Notices of Probable Violation.) Assist in preparing reports involving Hazardous Materials Regulations (HMR) violations.
  • Participate in meetings and join activities with DOT modal partners, other federal agencies, state and local governments providing information on the HMR.
  • Participate in informal conferences with alleged violators and their legal counsel and safety representatives to hear arguments and review evidence on the cited violators.
  • The ideal candidate an entry level Investigator/Enforcement Professional who is seeking to obtain a Compliance Investigator career ladder position within the Office of Hazardous Materials Enforcement's regional offices.
  • As an entry level position, all duties will be under the advice and guidance of senior level Investigators to guide individuals in obtaining the skills and expertise to advance to the next grade level.

Requirements

  • CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.
  • A government contractor-issued travel card will be issued and must be retained for official business only.
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • MOBILITY STATEMENT: If selected, this position may require you to be reassigned to different geographic locations.
  • You will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.
  • Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication.
  • Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
