About the Role

This position is located within the Pharmacy Service, Lebanon VA Medical Center under the supervision of the Chief of Pharmacy. This position serves as the department's subject matter expert for business planning and analysis, tactical level implementation, and measuressuccess of the department's business initiatives, improvements, and overall organizational effectiveness. This position is responsible for managing resources, space, facilities, equipment, and employees within the department.

What You'll Do

  • Major duties include but are not limited to: Program Evaluation - The Business Manager has extensive delegated authority from the Chief of Pharmacy and freedom of action to provide leadership, resolve operational problems, and direct program planning, development, and management.
  • They independently analyze management techniques, evaluates results, and recommends changes to processes to improve organizational effectiveness.
  • Strategic Planning - The Business Manager is responsible for working with the Chief of Pharmacy to establish a long and short term strategic planning process within the Pharmacy that will consider and effectively integrate resource management planning; the missions of the VHA, VISN, and healthcare system; and the identified needs of the Pharmacy.
  • They oversee the revision of long-range plans, goals and objectives for the Pharmacy for the accomplishment of Medical Center, VISN and/or national level program initiatives.
  • Program Oversight - Collaborates with the Chief of Pharmacy and other service line leaders to design the administrative structure needed to support the implementation of any new program initiatives and champions the use of innovative quality improvement techniques.
  • This includes all phases of program development; program management; staffing plans; Standard Operating Procedures development at other facilities; Credentialing/Privileging, LIP/FPA, OPPE/PPE implications; coordination of processes, and Telehealth program development and management at Lebanon VA Medical Center.
  • Financial and Resource Management - The Business Manager is responsible for identifying budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources.
  • Typical duties include defining budget requirements, executing approved funds, analyzing actual vs planned, etc.

  • COR/Procurement - Assumes and performs all duties associated with Contract Officer Representative (COR) status which includes a completion of comprehensive business plans prior to initiation of solicitation; assisting contract officers with formulation of contract solicitation; participant on the Technical Evaluation Panel (TEP) and the selection process leading to award of contracts.
  • Responsible for overseeing all acquisition processes within the Pharmacy and is the liaison with contractors to assure all components of the contracts are being met via monitoring all contracting processes and fiscal oversight performance reviews and communicating with the contractor on daily operations and resolve any deficiencies.
  • Human Resource Management - The Business Manager is responsible for the oversight of the Pharmacy's human capital resources and the associated policies and procedures necessary to meet effective staffing levels and utilization.
  • Developing short- and long-term staff utilization plans and requirements.
