About the Role
Budget Analyst position will serve in a structured developmental assignment designed to provide the knowledge, skills, and abilities necessary to perform the full range of routine and non-routine budget formulation, execution, and reporting functions. Assignments may initially be limited in scope and complexity, focusing on discrete phases of the budget cycle. Position reports to the Finance service.
What You'll Do
- →Include but not limited to: Performs a full range of analytical, technical, and advisory budget functions in support of a VHA healthcare system's mission and fiscal stewardship.
- →Provides consultative guidance to service leadership and Finance management to support timely, compliant, and mission-aligned resource decisions Supports budget formulation, justification, execution, and monitoring for assigned services and/or special purpose programs by reviewing and consolidating requirements.
- →Validating workload and cost drivers, developing and maintaining execution plans, and tracking commitments, obligations, and expenditures throughout the fiscal year.
- →Recommends funding adjustments, realignments, or other corrective actions consistent with Federal/VA/VHA policy and internal controls.
- →Routine data validation, tracking commitments/obligations/expenditures, preparing basic budget status reports, and completing transaction research.
- →Identifying, categorizing, and analyzing data in order to relate the effects of changes in funding levels of the health system.
- →Determines whether obligations, expenditures and allotments are within funding limitations.
- →Carry out technical phases of budget programs for three appropriations.
- →Analyzes budgetary functions and duties associated with all phases of the budget process to include tracking salary budgets.
- →Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
- →Selection at a lower grade level does not guarantee promotion to the full performance level.
