About the Role
The Budget Analyst position is located in the Budget Section under Finance Service for the Central Texas Veterans Health Care System (CTVHCS), Temple, TX. The incumbent is responsible for accurately forecast and document the organizational budget; and to promote organizational effectiveness and efficiency by ensuring that revenues and expenditures are being used in a timely manner.
What You'll Do
- →Major duties include but are not limited to: MONITORING BUDGET: Serve as the Budget Analyst for CTVHCS.
- →Monitor the execution of a budget for annual and multi-year appropriations in support of medical care, research, general post fund, CWT dollars and non-appropriated revenue administered by the Department of Veterans Affairs.
- →Monitor execution of budgets through which national programs are funded.
- →Provides periodic reports and other financial information generated from FMS, IFCAP, FRS, PAID, TSO, VSSC, ARC, IPPS, etc. systems.
- →Review, edit, and consolidate budget estimates for assigned organizations and programs into a single budget request.
- →Meets with upper management, Service Manager and/or key managers regarding the Service's current financial status.
- →Provide information to management, management officials, Service Managers, and their officials of the financial status of the medical center.
- →Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives.
- →Conduct special studies and analysis to develop required data and information for reporting purposes; and prepares administrative reports.
- →Develop justification and impact statements, and compiles data to be used for forecasting obligations.
- →BUDGET PLANNING: Develop and formulate data and prepare the Annual Budget Plan.
- →Analyze and validate Target Allowance Distribution worksheets received from VHA Headquarters and VISN Office.
- →Provide technical assistance and guidance to all Medical Center Programs for established policies, regulations, procedures, and changes in the preparation of their budget requests.
- →Provide information to the Supervisory Budget Analyst that will help to determine the validity of requests for additional funds or overtime funding for fund control points and services.
