About the Role
This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), with vacancies in Boulder, CO; Miami, FL; College Park, MD; Silver Spring, MD; Ann Arbor, MI, Muskegon, MI; Plainsboro, NJ; Norman, OK; Seattle, WA. What You'll Do
- →Positions can be filled in the following NOAA OAR offices: Great Lakes Environmental Research Laboratory (GLERL) Physical Sciences Laboratory (PSL) Chief Financial Officer (CFO) / Chief Administrative Officer (CAO) As a Budget Analyst, you will perform the following duties: Work with higher level analysts in the development of budget operating plans and labor projections.
- →Aid in reviews, approves, disapproves, and recommends the amount and timing of allotments of funds to programs.
- →Analyze and evaluate program's proposed plans and makes recommendations based on research.
- →Utilize automated systems to input, review and analyze cost data for budget planning and execution.
- →Regularly communicate budgetary issues with management, staff, and external organizations.
- →Provide recommendations for priorities for use of financial resources.
- →Prepare and track monthly financial reports.
- →Provide input and responses to financial related data calls.
- →Plan, develop, and execute financial practices and procedures to enhance the validity, accuracy, timeliness, and integrity of financial processes.
- →Apply knowledge of budgetary, financial, and administrative operations of the Department and the Federal budget process, and all associated policies, directives, procedures and regulations.
- →Develop and provide authoritative advice and interpretations of legislation, policies, and precedents.
- →This position will be filled under the DOC Alternative Personnel System (CAPS).
- →Under CAPS, positions are classified by career, pay plan, and pay band.
- →The ZA-3 is equivalent to the GS-11/12.

- ✓This position requires Moderate Risk Security Clearance.
- ✓Background investigation will be required.
- ✓Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
- ✓Failure to successfully meet these requirements will be grounds for termination.
