About the Role

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), with vacancies in Boulder, CO; Miami, FL; College Park, MD; Silver Spring, MD; Ann Arbor, MI, Muskegon, MI; Plainsboro, NJ; Norman, OK; Seattle, WA. What You'll Do

  • Positions can be filled in the following NOAA OAR offices: Great Lakes Environmental Research Laboratory (GLERL) Physical Sciences Laboratory (PSL) Chief Financial Officer (CFO) / Chief Administrative Officer (CAO) As a Budget Analyst, you will perform the following duties: Work with higher level analysts in the development of budget operating plans and labor projections.
  • Aid in reviews, approves, disapproves, and recommends the amount and timing of allotments of funds to programs.
  • Analyze and evaluate program's proposed plans and makes recommendations based on research.
  • Utilize automated systems to input, review and analyze cost data for budget planning and execution.
  • Regularly communicate budgetary issues with management, staff, and external organizations.
  • Provide recommendations for priorities for use of financial resources.
  • Prepare and track monthly financial reports.
  • Provide input and responses to financial related data calls.
  • Plan, develop, and execute financial practices and procedures to enhance the validity, accuracy, timeliness, and integrity of financial processes.
  • Apply knowledge of budgetary, financial, and administrative operations of the Department and the Federal budget process, and all associated policies, directives, procedures and regulations.
  • Develop and provide authoritative advice and interpretations of legislation, policies, and precedents.
  • This position will be filled under the DOC Alternative Personnel System (CAPS).
  • Under CAPS, positions are classified by career, pay plan, and pay band.
  • The ZA-3 is equivalent to the GS-11/12.

Requirements

  • Key Requirements: Applicants must be U.S.
  • Suitable for Federal employment, as determined by background investigation.

  • Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by closing date of the announcement.
  • Additional Considerations: One year probationary period may be required.
  • Payment of relocation expenses (PCS) is not authorized.
  • Position(s) located in GLERL are covered by bargaining unit 2175 - AFGE Local 3908.
  • Position(s) located in PSL and CFO/CAO are not covered by a bargaining unit.
  • This position requires Moderate Risk Security Clearance.
  • Background investigation will be required.
  • Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication.
  • Failure to successfully meet these requirements will be grounds for termination. *Note: A one year probationary period will be required unless you are a current Department of Commerce (including NOAA) employee and are in the same line of work and with no more than a 30 day break in service.
