About the Role
This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division. The incumbent performs a full range of budgetary functions and duties associated with all phases of the FPAC-FBC-BD budget process for certain assigned program areas and implements budgetary policies affecting the financing.
What You'll Do
- →Serve as a senior budget analyst leading complex budget formulation and execution efforts for all FPAC Agencies.
- →Lead the development and implementation of fiscal controls for assigned FPAC programs and appropriation accounts.
- →Oversee budget execution of appropriated funds for budget allotments and budget allocations.
- →Monitor program spending (obligations and outlays) and prepare financial reports and analysis to support senior leadership decision making.
- →Lead the development and monitoring of financial operating plans ensuring alignment with approved funding level and Anti-Deficiency Act requirements.
- →Independently review and recommend reprogramming actions, allotment adjustments, and funds transfer based on execution rends and budgetary policy requirements.
- →Prepare Congressional Justifications, budget exhibits, hearing materials or written testimony and Questions for the Records (QFRs) in support of agency budget submissions to the Department, OMB and Congress.
- →Advise senior management, leadership program managers and budget staff on all phases of budget formulation and execution for FPAC.
- →Lead coordination with the Office of Budget and Program Analysis (OBPA), OMB and Congressional staff on budget submissions, apportionment requests and responses to Congressional inquiries.
