VISN 2 Human Resources is recruiting for Assistant Human Resources Officers (SSBP) for the New Jersey, Albany, and New York Harbor locations. The candidate in this role will contribute to overall VISN performance by providing tactical and strategic consulting on people and organization development strategies in support of business objectives. The SSBP is an experienced local labor market expert advisor to executive leadership on all HR matters at a designated facility.
What You'll Do
- →Serve as a key member in various VISN committees and activities working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals.
- →Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues.
- →Advices, communicates, and supports the execution of Human Capital Management (HCM) programs, products, and services into the organization.
- →Interprets the national human capital workforce plan and leads the development and implementation of the healthcare system workforce plan.
- →Coordinates and collaborates with executives and managers to develop implementation strategies to accomplish goals identified in talent and workforce management plans.
- →Develops appropriate techniques, identifies key progress indicators and other metrics, sequences and schedules necessary activities to accomplish action plans.
- →Actively participates in facility resources board, providing consultative guidance to facilitate effective resource prioritization and uses outcomes to further inform workforce planning.
- →Sets a strategic direction and coordinates the delivery of HCM services in the areas of talent sustainment, talent development, and performance enhancement to specific needs.
- →Prescreens candidate applications and resumes for required skills; experience and knowledge to fit position requirements.
- →Coordinates with other Strategic Human Resources Business Partners to discuss, prioritize and address succession plan needs.
- →Conducts exit interviews, analyzes trends in turnover, separations and grievances to determine support or actions needed to adjust unfavorable trends.
- →Addresses and resolves difficult and complex problems that have a direct impact on the Department mission.
- →Serves as a consultant, technical advisor, and negotiating team member on issues not previously negotiated and where particularly controversial matters are at stake.
- →Provides expert management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, employee performance, and conduct issues) on highly complex VISN-wide or equivalent issues.
