You will serve as the Weight Handling Equipment (WHE) Program Manager (PM) in the Facilities Branch of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
What You'll Do
- →You will maintain contact with senior leadership, in-house and from supporting agencies and reports directly to the CO on WHE safety matters or issues related to evaluation by higher agency.
- →You will manage daily tasking for WHE personnel and prioritize NAVFAC service-provider tasking for a supervisory GS-13 counterpart and their staff.
- →You will coordinate directly with Navy Crane Center (NCC) for technical support requirements and pre/post-evaluation responses for annual audits done at NUWCDIVNPT, Atlantic Undersea Test and Evaluation Center, Seneca Lake and Bugg Springs, Florida.
- →You will manage all aspects of WHE compliance/safety with NAVFAC P-307, NSTM-589 and NUWCDIVNPTINST 5100.14 (Series) Management of WHE and update the later as required.
- →You will be the command designated Certifying Official for P-307 shore-based cranes, NSTM-589 shipboard cranes and torpedo recovery program, and crane trackage–each under separate designation authority.
- →Directly leads tasking of NT-04 Equipment Specialist and contractor admin support.
- →You will lead/facilitate face-to-face coordination with Crane Operators to ensure all guidance, directives, and lessons are understood and followed.
- →You will verify NAVFAC personnel are providing effective support for maintenance, inspection, and engineering services and address any performance issues with NUWC/NAVFAC leadership.
- →You will prepare budgets for labor, material, maintenance/inspection service support contracts, recapitalization, and demolition requirements.
- →You will evaluate, prioritize and articulate modernization or resourcing requirements.
- →You will use innovative process improvement mindset to reduce cycle time, cost, and inefficient use of resources, including maintaining a lean, “right-size” WHE inventory based on sustainment costs, usage, and reliability metrics.
- →You will be responsible for sustainment of WHE Management Information System, a multi-user Access-based interface for multiple reports.
- →You will lead/direct actions to ensure cranes remain in safe operating order and are certified or restored to service promptly to mitigate any mission impact.
- →You will independently address complex operational WHE repair or restoration issues that require creative solutions, with limited guidance/support required from WHE Subject Matter Experts (SME) in outside agencies.
