About the Role

This position is located in the VA Medical Center (VAMC), Environmental Management Service (EMS), Lebanon, Pennsylvania serving in the overall decision-making, policy development and resource planning for the management of the service. The position performs administrative functions including administration, human resources management, budget and finance, management analysis, office support services, document control, logistics, and a variety of related administrative matters in support of EMS.

What You'll Do

  • ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder.
  • The major duties listed below represent the full performance level of GS-9.
  • At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence.
  • You will progressively acquire the background necessary to perform at the full performance level of GS-9.
  • Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
  • Major duties and responsibilities include: Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets.
  • Directs administrative support services to ensure that inquiries, correspondence, and actions for Environmental Management Service (EMS) are addressed appropriately.
  • Implements administrative policies and procedures for EMS; proposes limited improvements to administrative directives and policies.
  • Manages procurement and contracting for EMS.
  • This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records.
  • Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements.
  • Provides advice to management and staff on contracting and procurement policies and issues.
  • Performs budgeting and financial management for EMS.
  • This includes budget formulation, justification, and execution; financial management; and financial reporting.
