About the Role
This position is located in the Physical Medicine and Rehabilitation Service (PM&RS) at the Salem VA Medical Center. This service provides comprehensive rehabilitative care to a varied patient population.
What You'll Do
- →Duties include but are not limited to: Develops the need for and maintains an awareness of available resources and makes recommendations to management regarding needs, distribution or redistribution of these resources.
- →Administers budget for PM&RS fund control points Serves as budget and financial advisor to the Chief, PM&RS and staff.
- →Maintains budget control records and assures that funds are used in accordance with the operating budget.
- →Maintains full authority for fund controls.
- →Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the PM&R Service.
- →Oversees the development of technical data, estimates, statistics, and suggestions that may be used by upper management in determining goals and objectives.
- →Responsible for developing, coordinating and improving work methods and procedures to insure that both clinical and administrative staff activities are in compliance with agency, accrediting, and regulatory requirements.
- →Is the Rehabilitation Service's Contracting Officers Technical Resource, COTR and as such, reviews and assesses contractor's completed work.
- →Coordinates programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management and classification.
- →Responsible for the Service space and equipment inventories.
- →Responsible for administration of recruitment, recommending changes in position classification, staffing, employee relations, the performance appraisal process, employee awards and bonuses, pay/leave administration, training, travel requests, and EEO programs.
- →Responsible for Human Resources Management practices used in recruitment, staffing, classification, employee relations, pay and leave administration, training and other Human Resource Management programs on the Service level.
- →Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts.
- →May represent management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
