About the Role
Primary Purpose: Provides administrative services for Pathology and Laboratory Medicine Service (PALMS). Responsible for performing all administrative functions to include administration, human resource management. budget and finance, management and program analysis, office support services, document control, logistics, contracting, Group Practice Management, and other related administrative matters in support of the Laboratory Manager. The incumbent serves as the Administrative Officer.
What You'll Do
- →Major duties include but are not limited to: Serves as the Contracting Officer Representative for PALMS.
- →Duties include preparing procurement requests, evaluating proposals for work, and managing all aspects of PALMS contracting from initial development of a contract to contract termination.
- →Works closely with the PALMS leadership with fund control points and gathers data and analyzes budget needs for each.
- →Responsible for formulation and execution of annual budgets including salaries, overtime, travel, education, supplies, equipment, contracting, and all other general operating expenses.
- →Plans and maintains a system of internal controls that assures that the fiscal management of PALMS is maintained in accordance with accepted accounting practices.
- →Works closely with Service management officials to assist in budget management.
- →Incumbent monitors fund control balances, status of service projects and contracts, and provides justifications for financial adjustments.
- →Serves as the lead in administering actions concerning merit promotion and position management.
- →Responsible for tracking all suspense and outside requests that come to PALMS to insure completion within the required timeframes.
- →Provides and consolidates all reports from various sections within PALMS to ensure goals and metrics are being met in a timely manner.
- →Provides support and assists all administrative/clerical staff.
