About the Role
You will serve as an Administrative Officer within the National Park Service, Congaree National Park, with a duty location in Hopkins, SC.
What You'll Do
- →At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: Responsible for keeping the organization's revenues and spending in balance through sound advice and prudent planning and management.
- →Participates as a full member of the organization's leadership team with the Superintendent and other chiefs in formulating and annually updating program management plans and associated budgets, and oversees the preparation, consolidation, and submission of budget estimates and justifications for all programs.
- →Serves as the primary liaison with the centralized HR Talent Group and ensures that the Superintendent and leadership team receives sound advice and guidance on position management through collaboration with human resources, including provision of staffing analysis, succession planning, and facilitation of position management reviews.
- →In consultation with the HR Talent Group Representative, serves as the organization's contact point on labor-management and employee relations issues, providing coordination and assistance to managers and supervisors on negotiated labor agreements, poor performance, absenteeism, behavior problems, substance abuse, rights and entitlements, morale, etc.
- →Is responsible for providing information technology, connectivity, communications (local, long distance, cellular and/or satellite telephone, facsimile) and automation advice in support of programs for the organization, and for coordinating with DOI IT for service and technical support.
- →Advises management on future and emerging technologies and in annual planning and budgeting cycles, identifies and prioritizes overall park or program needs for additional computing and telecommunications technology.
- →As a member of the organization's management team, the incumbent plans, analyzes, and monitors the formulation and development of administrative plans, programs, procedures, operating policies, internal controls, and program goals.
- →Oversees the following functions: Payroll and Timekeeping, Bills of Collection, Payment of Invoices, Housing, Travel, and other similar programs.
- →Oversees development of program or operations vulnerability assessments.
- →Audits these areas and recommends steps to reduce vulnerabilities and correct errors.
- →Reports on actions and recommendations.
- →Responsible for acquiring all goods and services the organization requires to accomplish its mission and programs.
- →Reviews, makes recommendations, and verifies contracting packages are complete prior to forwarding them to the servicing Buying Office/Contracting Activity.
- →Oversees or performs the work of property management and control systems of the organization.
Requirements
- ✓Citizenship required.
- ✓Appointment subject to background investigation and favorable adjudication.
- ✓Meet Selective Service Registration Act requirement for males.

- ✓Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade (TIG) requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b).
- ✓TIG requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments.
- ✓TIG does not apply to new excepted service appointments.
- ✓TIG requirements must be met by the closing date of this announcement.
- ✓Must have or be able to obtain (within 30 days of appointment) and maintain a valid driver's license throughout employment.
- ✓You may be required to operate a government (or private) motor vehicle as part of your official duties.
- ✓You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
