About the Role

This position is located in the Office of Direct Service and Contracting Tribes (ODSCT), Indian Health Service (IHS) at Rapid City, SD. The position reports to Headquarter, Rockville, MD and the office space is located in Rapid City, SD. The incumbent serves as the Director for Tribal Lease Program. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

What You'll Do

  • Responsible for the administration and technical supervision and direction of staff in the Division of Tribal Leases.
  • Responsible for all activities relating to 105(I) leases, pursuant to the Indian Self-Determination and Education Assistance Act, including the development and administration of the Tribal Lease Program (TLP) budget, and for the leadership and policy direction of the program.
  • Manages and develops long-term purpose and direction of the Tribal Lease Program to ensure maximum effectiveness of the program in meeting the legal requirements.
  • Plan, administers and evaluates policy and development for a wide range of health care delivery and Tribal Lease Program initiatives and functions for Tribal and Indian Organizations.
  • Serves as the primary representative of the IHS with Federal, Tribal, State and local governments and private organizations in matters pertinent to the IHS TLP program objectives.
  • Directs and applies analytical and evaluative techniques to identify and resolve challenges and problems associated with TLP.
  • Responsible for TLP related controlled correspondence oversight including congressional staff on issues involving allocation of TLP funds across the IHS and on claims submitted under the Contract Disputes Act.
  • Leads the development of annual congressional budget justification for the IHS 105(l) lease program, consults with agency Senior Executives, provides the Director, IHS, with background information prior to any congressional hearings in support of the budget request.

  • Background Investigation Requirement: This position requires the successful completion of a federal background investigation as a condition of employment.
