The position reports to the Assistant Chief of the Community Care (CC) Service. The incumbent will have full responsibility for administrative functioning of CC through effective utilization of all available resources to provide the best possible patient care. This requires an understanding of the critical balance between the administrative and clinical functions in the community care delivery system as well as the San Diego VA health care delivery system.
What You'll Do
- →The Administrative Officer (AO) has primary responsibility for the administrative and operational management of the services and programs of the CC Service at the VA San Diego Healthcare System (VASDHS).
- →The incumbent also manages all action items received from for the CC Service, serves as the Lead Timekeeper for the CC Service and creates and manages all Veterans Care Agreements (VCA) that are established with community providers.
- →Duties include but are not limited to the following: The incumbent is responsible for procurement and serves as Contracting Officer Representative (COR) for all the contracts under the CC Service.
- →Provides administrative, technical, resource utilization and financial management of the administrative functions and operations of the service.
- →The incumbent is responsible for compliance with The Joint Commission (TJC) standards related to Environment of Care (EOC), compliance with Office of Community Care (OCC), compliance with the Improper Payments Elimination and Recovery Act (IPERA) through provision of reporting in quarterly audits as well as quality control audits from the OCC that occur, weekly, biweekly, and monthly.
- →The position may require work on weekends and non-administrative hours.
- →Provides advice to management and program personnel on budgetary, finance, and regulatory issues.
- →Incumbent assists with formulation of the annual multi-million-dollar budget including salaries, contracts travel, supplies, equipment, and all other general operating expenses.
- →Assists the Assistant Chief of CC with planning a system of internal control which assures the fiscal management of the service will be maintained on a sound basis in accordance with generally accepted accounting practices.
- →Develops monthly and quarterly cost analysis and maintains a running control of funds to ensure that accounts are within authorized levels.
- →Identifies program resource requirements, ensures appropriate acquisition and allocation of essential resources, and accounts for the effective utilization of all available resources in support of program activities and reports any findings to the Assistant Chief of CC.
- →Incumbent is responsible for procurement and contracting for the CC Service.
- →This includes generating purchase requests in IFCAP/VISTA/IPPS containing enough information for the contracting office to identify the salient characteristics of the item or services to be purchased.
- →Responsible for developing the procurement package which includes the Statement of Work (SOW)/Objectives (SOO), Independent Government Cost Estimate (IGCE) evaluation factors used in the evaluation process, Quality Assurance Surveillance Plan, and any required approvals mandated by regulation or policy.

- ✓To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
- ✓GS-11: Education: Applicants may substitute education for the required experience.
- ✓To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
