This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Executive Affairs Division (EAD), with one vacancy in Silver Spring, MD.
What You'll Do
- →As a Program Management Specialist, you will perform the following duties: Draft, implement, and maintain Office of Marine and Aviation Operations (OMAO) Interagency Agreements (IAA) and Memorandums of Agreement (MOA) documents, including tracking and monitoring their status.
- →Administer a portfolio of new, continuing, and multi-year agreements.
- →Process all OMAO IAAs and MOAs, coordinating closely with OMAO staff, federal and non-federal partners, and National Oceanic and Atmospheric Administration (NOAA)/Department of Commerce (DOC) General Counsel.
- →Assist in facilitating the administration of these agreements and reviewing agreements for completeness before processing.
- →Serve as an analyst and advisor to management, specializing in the evaluation of policy effectiveness within the OMAO portfolio, and interpret new, updating, or established policy or regulations to determine and advise on their impact on mission operations and performance management.
- →Coordinate new or modified administrative and program policies, regulations, or objectives to achieve effective operations.
- →Communicate and collaborate with staff across OMAO on policy matters.
- →Support internal and external policy forums, workshops, and meetings, including agenda development, meeting planning, logistics, and drafting of necessary briefing documents and white papers.
- →Prepare and coordinate briefings, special reports, and responses to various data requests for use by leadership.
- →Participate in organizational performance reviews, staff visits, program reviews, resource reviews, and other essential internal and external reviews.
- →Create business electronic copy files for all new and open agreements, strictly following NOAA records management rules.
- →Maintain the schedule for records disposition.
- →Become proficient in the agreement process and provide comprehensive training on this process.
- →Maintain and update all actions within the agreement system.
Requirements
- ✓This position will be filled under the DOC Alternative Personnel System (CAPS).
- ✓This system replaced the Federal GS pay plan and structure.
- ✓Under CAPS, positions are classified by career, pay plan, and pay band.
- ✓The ZA-3 is equivalent to the GS-11/12.
- ✓Key Requirements: Applicants must be U.S.
- ✓Proof of ICTAP/CTAP eligibility required.
- ✓Suitable for Federal employment, as determined by background investigation.

- ✓Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by closing date of the announcement.

- ✓Additional Considerations: One year probationary period may be required.
- ✓Background investigation will be required.
