About the Role

This position is located in the Office of Development Policy (ODP) at the U.S. International Development Finance Corporation (DFC), and serves as a member of the Chief Executive Officer's executive staff and as a key consultant and adviser to the Chief Policy Officer. You'll manage DFC's ODP with responsibility for establishing policies & procedures for carrying out DFC statutory review of the Environmental & Social (E&S) Impact, the U.S. effects, and the Development Impact (DI) of DFC projects.

What You'll Do

  • As the Vice President for the Office of Development Policy, you'll carry out the following duties, responsibilities, and authority: Manage ODP with responsibility for establishing policies and procedures for carrying out DFC statutory review of the Environmental & Social Impact, the U.S. effects, and the Developmental Impact of DFC projects.
  • Responsible for establishing guidelines for reporting the Developmental Impact of each DFC project, including the development matrix.
  • Responsible for establishing guidelines for reporting the additionality of each DFC project, where additionality refers to the complementarity of DFC programs to the private sector.
  • Responsible for establishing guidelines and analyzing projects in sensitive sectors (i.e., those sectors where there is a high probability that a project may have an adverse impact on the U.S. economy and employment).
  • Responsible for establishing guidelines for projects that have a high probability of adversely affecting the host country's environment.
  • Responsible for establishing guidelines for other products that may need special consideration given DFC general policies.
  • These sectors may be sensitive due to host country developmental impact, or U.S. foreign policy considerations.
  • Plan work, set priorities, assign, and review work.
  • Make decisions and resolve work-related problems presented by subordinates' supervisors.
  • Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize.
  • Decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies.
  • Please Note: This is not a Bargaining unit position.
  • This position has been submitted to OPM for possible inclusion in Schedule Policy/Career of the excepted service.
