About the Role

This vacancy is for a Trade and Industry Analyst in the Defense Industrial Base Division (DIB), Office of Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

What You'll Do

  • As a Trade and Industry Analyst, you will perform the following duties: The duties described below are at the highest grade advertised.
  • Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of the selected employee.
  • Perform complex analytical business/industry analytical work requiring understanding of, and addressing, foreign policy and national security issues and objectives related to the health and competitiveness of the U.S. industrial base under the Defense Production Act of 1950, as amended, Executive Order 13603, the Trade Expansion Act of 1962, and the Export Control Reform Act of 2018.
  • Plan, organize, and carry out assignments related to the health and competitiveness of the U.S. industrial base, including Section 232 investigations and reports, defense industrial base surveys and reports, and other industrial studies.
  • Develop new methods, organizational structures, and management processes to meet industrial base enquiry needs of partner agencies and special requests of senior management.
  • Recommend and provide solutions on matters interrelated to industrial reports, statistical data, international commercial and defense trade issues, emergency production and short supply planning activities, foreign investment, counterfeit goods and cyber security processes, and national security programs.
  • Analyze and evaluate a range of significant issues related to the U.S. industrial base, national security, and/or critical technologies and provide/extrapolate information from questionable or incomplete data, validate conclusions in order to prepare finished analytical products.
  • Independently conduct research and analysis that supports the development of national security-policy, regulations, and execution of bureau mission objectives.
  • Prepare and present actions and reports using multiple media formats; develop complex responses for multiple audiences, and interact with other government agencies, private sector elements or the general public on matters requiring a credible and effective spokesperson related to the U.S. industrial base, national security, and/or critical technologies.
  • This Job Opportunity Announcement may be used to fill other Trade and Industry Analyst GS-1101-11/12, Full Performance Level (FPL) GS-13 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Requirements

  • You must be a U.S. citizen to apply for this position.
  • This position requires a TOP SECRET/SCI CLEARANCE: Any required investigations and clearances must be completed before the selectee can be placed in the position.
  • You must successfully pass a background investigation.
  • This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs.
  • A probationary period may be required.

  • You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
