About the Role

The position is located in Washington DC at the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Veteran Readiness and Employment (VR&E). The primary purpose of the position is to assist the Deputy Director and the Executive Director, VR&E, in leading the development, implementation, and ongoing management of national VR&E policies, program strategies, regulatory and legislative coordination, and enterprise-wide program initiatives.

What You'll Do

  • Specific duties include: Leads the work to develop, update and maintain national VR&E policies, procedures, and program standards that support Veterans with service-­connected disabilities under Title 38, U.S.C.
  • Chapters 18, 31, 35 and 36..
  • Helps to shape legislation, regulations, policy guidance, and procedures that guide how the program decides eligibility determinations, evaluates Veterans' needs, provides counseling, and supports their path to employment or independent living.
  • Collaborates to help determine national performance measures, targets, strategic objectives and assists in budget formulation process to ensure the budget targets are in line with VR&E's commitment to continuous improvement of programs and services.
  • Interprets internal VA policies, procedures, operational methods and quality assurance criteria.
  • Provides executive-level leadership and strategic direction for the national VR&E training program.
  • Develops long-range training strategies that ensure a consistent, standardized, and competency-based approach to onboarding and continuing professional development for Vocational Rehabilitation Counselors (VRC), Veteran Readiness and Employment Officers (VREO), and Assistant VREOs (AVREO) across all Regional Offices.
  • Ensures curriculum address core competencies including vocational rehabilitation counseling theory and practice, case management, individualized rehabilitation planning, eligibility and entitlement determinations, applicable laws and regulations, and use of VBA information systems.
  • Coordinate the budget work that falls under Program and Policy, making sure funding requests and spending align with agency priorities and staffing needs.
  • Establishes and oversees a systematic evaluation framework to measure training effectiveness, knowledge transfer, and impact on field performance and outcomes.
  • Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.
  • Performs all other duties as assigned.
