The incumbent serves as the Chief for HCS's Human Resources Liaison Team and is responsible for providing guidance and assistance in management practices and procedures related to personnel administration, human resources management, talent management, administrative and support services, and performing Human Resource (HR) Liaison assignments for HCS staffs.
What You'll Do
- →Specific duties include: The Supervisory Program Analyst serves as a team leader for the HR management liaison functional area for HCS program/staff offices and had full technical authority for business operations, projects, studies, and HR operational initiatives.
- →The incumbent is responsible for the effective operation of a team, including clarification and communication of problems to be solved or program issues under review by the team; coaches the entire team or individual members in identifying the scope of problems and the development of workable solutions.
- →The incumbent distributes work and ongoing assignments among the team members, monitors the work to assure it is accomplished on a timely basis in accordance with established procedures, methods, etc., and assures team members have a role in developing shared products.
- →The incumbent assures training of team members is accomplished on the basic techniques of team building and how to work in the team environment as well as training in the technical aspects of the functional area to promote effective and efficient team development and operation.
- →Maintains current knowledge of HR policies and procedures, program trends, Administration initiatives, regulatory changes, and other developments affecting the operational area, and advises and makes recommendations to management and HR officials.
- →Incumbent works with and ensures team members are monitoring and are aware of changes in their individual areas, are keeping up to date on most recent developments, and are aware of reports and other activities that require action.
- →The incumbent develops operational procedures and guidance, provides comprehensive technical support, expert advice, researches and investigates new or improved business and management practices for application throughout the HCS human resource's function.
- →Prepare analytical reports on various human resources activities (e.g., staffing rosters, position numbers, gains and losses, time to hire metrics, employee demographics, EEO, performance requirements, performance management compliance, employee relations, credible service, etc.).
- →Work Schedule: Full time, Monday through Friday 8:30 am - 5:00pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only.
- →The selectee is required to report to the official duty station each scheduled workday.
- →Telework may be approved only on a case-by-case basis with supervisory approval.
- →Routine or recurring telework is not authorized for this position.
- →Virtual: This is a virtual position.
