About the Role

The incumbent serves as a Supervisory Management Analyst (SMA) located in Education Service (EDU). The incumbent serves as Supervisor for the EDU, Executive Review Team, and Senior Advisor to the Executive Management Officer (EMO), on matters relating to Veteran's education benefits, legislation and legislative activities; EDU's internal coordination of responses to a variety of congressional inquiries; executive correspondence; routine taskers and/or written communication.

What You'll Do

  • Specific duties include: Manages and oversees communications of an exceptionally complex nature and special projects as assigned.
  • Coordinates responses with policy offices inside and outside VA, including VBA internal business lines as well as VBA Executive staff, General Counsel, Office of Congressional & Legislative Affairs (OCLA), National Cemetery Administration, Veterans Health Administration, Veterans service organizations and others, as appropriate.
  • Forecasts and estimates program requirements, reviews work methods, identifies trends, problem areas, inefficiencies, and inconsistencies in operations, primarily in the coordination of assignments and responses.
  • Leads discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate fact; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
  • Advises EDU Senior Leadership of unique conditions and issues, which affect program activities, and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees.
  • Counsels employees on work and management policies, effects minor disciplinary actions such as reprimands and warnings, and recommends other action in more serious cases.
  • Initiates personnel actions for recruitment, reassignment, promotion, reclassification, etc.
  • Interviews and selects employees for vacant positions.
  • Performs a variety of duties to carry out, administer, or advise on work connected with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions.
  • Serves as the EDU correspondence management representative with the EDU and the Executive Review team.
  • Assists in reviews of internal and external communication products requiring approval of the EMO, Deputy Directors or Executive Director.
  • Serves as the EDU Plain Language expert and applies the appropriate style guide in reviewing a diverse portfolio of written communication, including letters, invitations, regulations, notices, policy documents, outreach materials, etc.
