About the Role

This position is located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA) Education Service within the, under the Program Management Program section, Policy and Procedures division within the Legislative Strategy, Development, and Implementation section.

What You'll Do

  • Specific duties include: Provides guidance and technical direction to the Legislative Development and Implementation team.
  • Responsible for coordinating, developing, and drafting Education Service views on Congressional bills (including working directly with the Office of Financial Management on cost estimate on said bills, when relevant); preparing written and oral testimony for Congressional hearing witnesses; and preparing reference materials for Congressional hearing witnesses.
  • These assignments may build on work done outside the department and government by and for the Department of War and the Department of Education.
  • Works with other Education Service and VA staff to ensure that Congressionally mandated reports and Congressionally tracked reports are completed; coordinates research, development, and drafting, as relevant and appropriate.
  • Responsible for developing legislative proposals for the President's legislative agenda (including working directly with the Office of Financial Management on cost estimate on said proposals, when relevant).
  • When a legislative proposal would affect more than the Education business line, works with representatives of other services in the Veterans Benefits Administration to ensure that education legislative proposals complement those of other business lines.
  • Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Identifies and integrates internal and external issues affecting the immediate organization, such as those involving technical and administrative factors.
  • Integrates the work of a team where each member contributes a portion of the analyses, facts, information, proposed actions, or recommendations; and/or ensures consistency of interpretation, judgment, logic, and application of policies.
  • Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
  • Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures each employee has an integral role in developing the final team product.
  • Maintains program and administrative reference materials, project files, and relevant background documents and makes available policies, procedures, and written instructions from the supervisor.
  • Maintains current knowledge to answer questions from team members on relevant Education Service and VA procedures, policies, directives, etc.
  • Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor.
