About the Role

The Supervisory Management and Program Analyst (Change Management Chief), is a member of the Program Integration Office for Education Service within the Veterans Benefits Administration. The Service has department-wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation.

What You'll Do

  • Serves as an expert change management practitioner, advocate and liaison between VA, VBA, VACO business lines and EDU.
  • Makes recommendations to the business lines that may influence VBA policy and may change the direction of the business line's strategic plan and implementation of the initiatives.
  • Specific duties include: The incumbent reports to the Program Integration Officer and serves as the Chief of EDU-Change Management, Education Service, VBA.
  • The incumbent has the authority and responsibility for planning, accomplishing, supporting and/or evaluating assigned functions/projects of the division.
  • Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
  • Employee change management theory to drive faster adoption, higher ultimate utilization of and proficiency with organizational changes that impact employees and stakeholders.
  • Improvements that will increase benefit realization, value creation, return on investment and the achievement of results and outcomes.
  • Ensure the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
  • Provides senior executives with critical input pertaining to the development, implementation and assessment of strategic ongoing procurement and business plans.
  • Provides expert coaching to VA and VBA executives, senior leaders, managers and supervisors to improve implementation, communication and execution of change management plans throughout the workforce.

  • The selectee is required to report to the official duty station each scheduled workday.
