About the Role

The Office of Integrated Veterans Care (IVC) is responsible for a broad range of activities to support the delivery of health care benefits for Veterans and Dependents with health care services external to VA facilities. In addition, this business line plans, manages, and supports IVC enterprise-wide learning and workforce development programs.

What You'll Do

  • Duties: Coordinates efforts to develop and implement national program performance measures based on emerging priorities; new or revised legislation; process changes or improvements; innovation or discontinuous change; and organizational decisions.
  • Interprets guidelines (e.g., Federal law, administrative policies), develops policies, develops and/or implements local policies, defines administrative requirements, and provides advice to management on related issues.
  • Plans, organizes, and completes program segment plans, operational/policy analyses, data collection, and legislative responses.
  • Develops statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of human capital resources.
  • Performs quality control activities to improve quality of transaction processing, and/or other operational procedures that improve the effectiveness and efficiency of the program.
  • Conducts market research, management surveys and research projects, and provides advisory services on issues of substantial scope and impact throughout the organization.
  • Plans, schedules, and carries out major projects in order to assess, evaluate, and improve existing programs and operations that have national impact.
  • Conducts systematic internal reviews and program evaluations to ensure that such programs are consistent with current VA policies and procedures.
  • Works with a variety of internal and external Program Office organizations/personnel (e.g., policy, communications, training) to conduct systems design functions, data analyses, and projects and ensure functionality of Program Office and related systems are meeting stakeholder needs, production targets, and key performance measures.
  • Works with Program Office external stakeholders/organizations (e.g., contractors, private sector health care providers, trade organizations) to assess and address Program Office needs.
  • Provides project goals, objectives, and guidelines.
  • Administratively manages quality, resource, financial, training, and performance evaluation related to and in accordance with policies, principles, and Program Office operational priorities in support of Bureau health care administration strategic goals and objectives for the Program Office.
  • Collaborates with other Program Office, Agency (regional health care networks), and private industry organizations/personnel to collect data, conduct Program Office analyses, and report on various payment and business integrity key performance indicators.
  • Researches, evaluates, and incorporates various ad-hoc Agency data/reports to contribute to and maintain a comprehensive combined dataset for ongoing and ad-hoc reporting and analysis of contract data and data elements.
