About the Role

This position is in Human Resources and Administration, Management, Planning and Analysis, Program Management Office and serves as the Director responsible for overseeing the funding, management, acquisition, and operational execution of VA transformational initiatives. Responsible for oversight, operations, and development of policy and procedures, for program management and acquisitions within HRA. Manage HRA program activities; strategies; planning program strategies; and monitor performance.

What You'll Do

  • Gathers information, identifies trends, defines and analyzes the problem and effects appropriate solutions.
  • Evaluates, on a quantitative and qualitative basis, the effectiveness of HRA programs or operations in meeting established strategic and performance goals.
  • Advises on substantive issues that have significant impact on all programs under the purview of the Assistant Secretary, the Principal Deputy Assistant Secretary, the HRA Chief of Staff, and the MPA Executive Director.
  • Ensures the goals of the Assistant Secretary, the Principal Deputy Assistant Secretary, the HRA Chief of Staff, and MPA Executive Director, are integrated with necessary compliance and governance for the organization.
  • Plays an integral part in the decision- making process involving all aspects of the management and effective utilization of Program Management and Acquisition resources for HRA.
  • As needed, provides ongoing operational support to organizations within HRA to achieve greater efficiency and to support management and program reforms.
  • As needed, serves as a representative of the MPA Executive Director in meetings with VA Administrations and VA Staff Office Senior Executive Leaders, other key officials and government agencies, and organizations outside the Federal government.
  • Serves on special committees and task groups representing HRA in connection with broad management assignments of top-level importance and magnitude.
  • The incumbent will present the views of HRA in correspondence and other communications with managers and program officials and outside the department on these matters.
  • Performs special and/or confidential assignments as necessary to support HRA senior leaders on projects that usually involve complex, confidential, or sensitive issues.
  • Provides oversight of a PMO that coordinates the planning, requirements development, and acquisition and contracting strategies of HRA initiatives many of which impact VA in the area of human resources, VA wide employee training, VA Central Office facility management, EEO, and labor management.
  • The incumbent plays an integral part in the decision-making process involving all aspects of the management and effective utilization of HRA and has a direct impact on HRA' s ability to achieve its mission.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
