About the Role

You will serve as a SUPERVISORY MANAGEMENT ANANLYST in the U.S. NAVY of NAVOBSERV.

What You'll Do

  • You will directly supervise civilian employees and provides oversight and manage USNO's Authorized Manning Document (AMD).
  • You will review and approve work plans to be accomplished by subordinates; establishes priorities and schedules for completion of work; sets broad objectives; monitors subordinate employees' performance in providing services.
  • You will give advice, counsel, or instruct individual employees, on both work and administrative matters.
  • You will assess manpower staffing levels, prepares manpower justifications, and coordinates realignment of functions and associated reorganizations within the organization.
  • You will analyzes human capital plans and manages programmatic issues related to manpower development and management as well as human capital incentive strategies over the course of the Program Objective Memorandum (POM).
  • You will serve as a comprehensive Human Resources liaison to meet the needs of the CAPT, Executive Officer (0-5), and senior civilian managers in accomplishing mission requirements.
  • You will provide authoritative advice to management in developing and maintaining sound organization structures and improving management methods and procedures.
  • You will be responsible for serving as technical advisor on the overall management of the civilian workforce, including position classification, recruitment, position management, employee relations, and performance management.
  • You will oversee the Command Awards Program, formulating command requirements to support resource allocation targets for performance, honorary, and spot/special act awards.
  • You will support the Employee Assistance, Reasonable Accommodation and Equal Employment Opportunity Programs.
  • You will determine appropriate methods to respond to directives, requirements, and guidance issues from higher command.
  • You will detect and analyze inefficiencies or problems on actions that are administrative in nature and take corrective action.
  • You will advise command in implementation of new/revised management and administrative practices.
  • You will provide consultation and advice on a wide array of internal administrative management matters.
