About the Role
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Construction Contract Administration Section Chief of the Lock and Dam 25 1200' Expansion Mega Project Resident Office.
What You'll Do
- →Provides leadership and oversight for the execution of high-value construction contracts supporting the expansion and modernization of Lock and Dam 25, ensuring contract performance, quality, safety, schedule, and cost objectives are achieved.
- →Serves as Administrative Contract Officer (ACO) and Authorized Representative of the Contracting Officer, delegated authority for contract administration, construction oversight, payments, modifications, submittals, and resolution of contract issues.
- →Supervises and provides technical directions to a multidisciplinary team of Project Engineers, Engineering Technicians, and other construction personnel responsible for administration and oversight of the Mega Project.
- →Reviews contractor submittals, schedules, shop drawings, design submittals, RFIs, work plans, quality control documentation, testing results, certifications, and other contract-required documentation to ensure timely Government review and compliance.
- →Evaluates contractor requests for design changes, substitutions, deviations, value engineering proposals, and alternative means and methods, coordinating with engineering, operations, safety, environmental, and other disciplines to determine impact.
- →Generates documents concerning contract interpretation, payment, schedule, quality, nonconforming work, submittals, changes, and other contract administration matters, elevating issues requiring Contracting Officer or higher-level decisions.
- →Evaluates contractor schedule performance and recovery plans for complex construction activities, including impacts to lock closures, navigation, seasonal river conditions, major concrete operations, and coordination between concurrent contracts.
- →Reviews and recommends approval of contractor progress payments, modifications, equitable adjustments, claims, time extensions, and other contractual actions.
- →Ensures contract administration activities are properly documented and maintained to support contract compliance, Government decision-making, payment, modifications, claims resolution, audits, and successful completion of the project.
