About the Role

The Fleet and Family Support Center (FFSC) Clinical Director is responsible for the overall administration and management of the FFSC, ensuring the effective delivery of comprehensive support programs designed to enhance the quality of life and readiness of service members and their families. ***ACCESS TO MEDICAL AND DENTAL CARE IN SINGAPORE IS EXTREMELY LIMITED. What You'll Do

  • Identifies the needs and concerns of the installation, presenting plans, recommendations, and providing assistance to correct readiness and retention issues.
  • Collaborates with leadership, first responders, and supporting organizations (such as medical treatment facilities, law enforcement, legal, chaplain, MWR, and the American Red Cross) is crucial to leverage programs and services effectively.
  • Informs the Regional Program Director (RPD) and installation leadership of unique or problematic issues, problems, and trends in FFSC services that exceed the capabilities of the FFSC.
  • Responds to client and staff complaints or problems, taking necessary actions to resolve them, and serve on installation committees, boards, and councils as a subject matter expert on quality of life for military personnel and their families.
  • Additionally, represents FFSC in higher headquarters working groups and assist in developing long-range plans for Family Support Programs.
  • Serves as the principal advisor to the Installation Commanding Officer (ICO) on FFSC-related program delivery.
  • Identifies plans and strategies to assist commanders with preventing, identifying, and addressing family readiness challenges to maintain unit cohesion and operational and family readiness.
  • Monitors enterprise or locally developed performance metrics, making recommendations regarding the continued use, enhancement, or reduction of programs, personnel, and material and facility footprints.
  • Supports command and regional efforts to maximize cooperation, planning, and information sharing, including with other service branches, Federal, State, and local government agencies, and private sector entities.
  • Tracks trends and emergent data, liaises with stakeholders to maintain awareness of current issues, anticipates shifts in required services, and maintains a prepared and tactically ready response posture in the event of emergencies.
  • Develops and execute family and Service member programs related to readiness, retention, and crisis response, and ensure that all staff are adequately trained on the dynamics of domestic violence, abuse, and intervention strategies.
  • Participates in the development of the installation Emergency Family Assistance (EFA) plan, ensuring the inclusion of procedures for activating, sustaining, and concluding the EFA response.
  • Maintains a Mobile Crisis Management Team that deploys as part of a surge force upon request from CNIC to support other Regions in times of emergency.
  • Keeps the Regional FFSP Program Manager and the installation Commanding Officer informed of emergent issues.

Requirements

  • This position requires the incumbent to be Tier III qualified in accordance with SECNAVINST 1754.8.
  • Must possess one of the following: Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree.
  • Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree.
  • Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education or an equivalent degree.
  • Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a 1-year APA accredited clinical internship.
  • Proof of education MUST be uploaded at time of application for consideration.
  • If degree is not conferred, you MUST provide a copy of your high school diploma or equivalent with your college transcripts.
  • When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses which includes grades earned, completion dates, and quarter and/or semester hours earned as part of the application package.
  • Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States.
  • All substitutions of education for experience will be made in accordance with OPM approved qualification standards.
  • Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S.
  • Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
