About the Role

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at NETCOM, Stuttgart, Germany. The initial length of this overseas tour is 36 months with possible extension up to 5 years.

What You'll Do

  • Leads Battalion Security/Information Assurance activities across Information, Cyber, Personnel, and Physical Security programs.
  • Manages the development, implementation, accreditation, risk management, and maintenance of all Battalion Security/IA policies and standards.
  • Oversees Battalion protection of automated systems, networks, and data while supporting C4IM services and SCI-level security requirements.
  • Leads long-range security planning by defining requirements, designing programs to reduce vulnerabilities, and developing strategies for integrating new security technologies and systems.
  • Ensures compliance with DoD and Army Security/IA requirements by coordinating system development, maintaining RMF and accreditation processes, and preparing accreditation documentation for Battalion systems.
  • Conducts holistic security assessments by identifying risks, reporting threats, enforcing clearance and authorization requirements, and managing audit reviews to ensure corrective actions and secure access controls.
  • Advises Battalion leadership by developing and refining cybersecurity/IA plans, policies, and priorities and integrating organizational input into long- and short-range planning.
  • Evaluates cybersecurity/IA requirements by analyzing infrastructure needs, conducting studies, integrating resulting architectures, and recommending system development priorities.
  • Monitors Battalion cybersecurity/IA activities by ensuring policy compliance, managing certification requirements, maintaining training records, and initiating documentation and reporting procedures.
  • Supervises all assigned personnel by planning work, setting priorities, evaluating performance, resolving complaints, managing schedules, and overseeing hiring and development activities.
  • Analyzes organizational programs by assessing resource needs, improving processes, preparing reports, coordinating requirements with stakeholders, and applying qualitative and quantitative methods to enhance effectiveness.

  • Additional Information: Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights.
  • If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care.
  • Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers.
  • The availability and level of care at host nation medical and dental facilities will vary by location.
