About the Role

The HCS Training, QA, & Data Analytics Chief serves as the alter ego to the Training Deputy and provides guidance and recommendations for the implementation of training initiatives nationwide on the OSO Team.

What You'll Do

  • Specific duties include: This position is responsible for the development of weekly, monthly, quarterly, and annual training plans for personnel assigned to the HRC.
  • The incumbent will ensure that training milestones and goals are met while adhering to the approved training budget.
  • They will conduct extensive planning and data analyses activities in overseeing the design and evaluation of training processes, including workshops, seminars, and conferences.
  • Under the oversight of the Training Deputy, the Chief will draft/propose annual budgets for training activities and will monitor expenditures throughout the fiscal year.
  • They will develop short- and long-range plans and recommendations to meet organizational goals, objectives, and changing needs.
  • The incumbent will evaluate overall program accomplishments and significant contributions in terms of overall agency goals and capitalize on state-of-the-art technology to analyze trends and measure results.
  • The incumbent prepares reports, maintains records, and provides information to Training Deputy and Director on performance of the team and individuals.
  • Represents the team in meetings and dealings with others on related issues.
  • The incumbent is often privy to discussions and/or decisions which are sensitive in nature, are in the early stages of development and may be controversial, or contain personal information and views, and the utmost discretion must be applied.
  • The incumbent may be tasked to serve on VA and/or VBA wide task forces, integrated project teams, etc. to investigate, develop and implement new initiatives in managing training programs, professional and occupational development, etc.
  • Work Schedule: Full time, Monday through Friday, between the hours of 6:30am-6:00pm Compressed/Flexible: Available Telework: Limited in accordance with Agency policy.
  • Virtual: Current HRC Baltimore staff with an out-based duty location will continue to report to their current approved duty location upon selection.
