The Supervisory Health Systems Specialist (Facility Group Practice Manager) reports directly to the Chief of Staff and provides subject matter expertise to the Executive Leadership Team in decision making in the areas of clinical operations and health systems management. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
What You'll Do
- →The major duties of this position include but are not limited to: Leads facility level program planning and operational strategy for clinical services ensuring alignment with the Chief of Staff and ELT's priorities, VHA national policies, and VISN level performance directives.
- →Participates in the development and implementation of both long- and short-term policies and plans for the Medical Center.
- →Short term goals include improving patient wait times, addressing current staffing shortages, implementing new procedures or technologies to enhance patient care, and ensuring compliance with regulatory standards.
- →Engages in strategic planning aiming to sustain and enhance the healthcare delivery system's growth and effectiveness.
- →Long term goals include the development of new healthcare programs and services, expansion of facilities, integration of advanced healthcare technologies on a wider scale and establishing partnerships with community healthcare systems and the academic affiliate.
- →Evaluates and monitors clinical program performance across multiple specialty services, integrating data from national VA systems, internal dashboards, and operational metrics.
- →Identifies trends, inefficiencies, and risks, and develops actionable recommendations to improve patient throughput, reduce bottlenecks and enhance service delivery.
- →Leads analysis and implementation of workforce planning initiatives, including staff labor mapping, person class assignment validation, and capacity modeling to ensure clinical resources are optimally aligned with patient demand.
- →Recommends adjustments to staffing models based on data analysis and operational requirements.
- →Prepares executive-level program reports and briefings for the ELT, Chief of Staff, and service line leaders, translating complex operational data into actionable insights and strategic recommendations.
- →Identifies opportunities for process improvement and innovation within specialty clinics, including the introduction of new operational frameworks, care delivery models, or performance management tools.
- →Leads or participates in facility-wide committees, task forces, and initiatives focused on program optimization and quality improvement.
- →Pays close attention to the impact of internal policies on external entities, such as community hospitals and the academic affiliate to ensure that policies are conducive to cooperation and benefit the partnership.
- →Serves as a subject matter expert in program management and planning, providing authoritative guidance to administrative staff, service chiefs, and the ELT on effective planning, implementation, and evaluation of specialty clinic operations.
