About the Role
You will serve as a SUPERVISORY GENERAL ENGINEER in the FEC Core of NAVAL FAC ENGINEERING CMD FAR EAST. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.
What You'll Do
- →You will oversee goals and objectives for the work directed; manage organizational changes the structure and content of the program; and exercise discretionary authority to approve the formulation and execution of the Utilities budget.
- →You will engage in and approve; short and long-range work plans and initiatives developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to achieve applicable goals and objectives.
- →You will oversee the overall planning, direction and timely delivery of utility, energy, and facility services within NAVFAC.
- →You will provide expertise in identifying and validating projects and their impact to the utility and facility systems, assisting in strategic energy program shaping, and providing administrative support and control to the position.
- →You will provide administrative oversight of the Region's Energy program as required.
- →You will perform hands-on management and oversight of a multi-million-dollar regional utilities program encompassing major installations and reserve centers.
Requirements
- ✓Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree.
- ✓Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
- ✓OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

- ✓OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
- ✓Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
- ✓Conditions Of Employment Continued: Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
- ✓You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- ✓You will be required to obtain the Certified Energy Manager (CEM) certification within two years of coming onboard.
- ✓You will be required to be a registered Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
- ✓Additional Information Continued: ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
- ✓ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
