This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Central Virginia Health Care System at the Fredericksburg VA Clinic in Facilities Management. Functions as the Section Chief of Facilities Management in the Fredericksburg VA Clinic and reports to the Supervisory Health Care Engineer (Assistant Chief).
What You'll Do
- →Major Duties and Responsibilities include, but are not limited to: Responsible for the day-day management and oversight of operations, maintenance, repair and utility systems serving the building, grounds, and other components of the leased facility.
- →Establishes and implements operating procedures and policies in accordance with established objectives, schedules and program funds.
- →Makes intensive analysis of material, develops recommendations (propose program changes, changes to regulations or other courses of action) to leadership.
- →Responsible for use of judgment and discretion in determining intent and in interpreting and revising existing policy and regulatory guidance for use by the facility.
- →Responsible for partnering and coordinating with owners/lessor representative to perform all needed maintenance and operations for the VA Clinic.
- →Responsible for the evaluation of the effectiveness and efficiency and attainment of program goals and objectives and compliance with pertinent legal and regulatory guidelines.
- →Maintains compliance with VA criteria and all applicable codes and requirements as pertains to preventive maintenance on all building systems and building service equipment.
- →Acts as Contracting Officer Representative (COR) level II to administer all contracts to operate and maintain the leased facility.
- →Represents organization in negotiations and interfaces with Contracting, contractors and other agencies regarding policies, services, and approaches toward project completion.
- →Plans and implements energy upgrades to reduce power consumption while meeting necessary power requirements.
- →Issues necessary contracts to conduct air and water testing.
- →Determines requirements, prepares, and submits budget estimates, and administers the funds appropriated annually for maintenance, operation and repairs.
- →Plans, programs, and advises on the allocation of available annual funds for authorized projects.
- →Provides direct supervision to employees performing a variety of duties supporting the Facilities Management Section of the VA Clinic.
