About the Role

The Office of Civil Rights is committed to supporting the FAA Administrator by leading and advising on civil rights and equal opportunity strategies across the agency. Our mission is to implement guidelines and programs ensuring equal opportunities and nondiscrimination in both federally conducted and federally assisted transportation programs.

What You'll Do

  • Recognized subject matter expert and consultant on Civil Rights (CR) and Equal Employment Opportunity (EEO), assuring full implementation of core EEO regulations, principles, functions and procedures.
  • Provides expert strategic and operational management advice, guidance, and leadership as principal advisor to senior executives and senior-level staff on a broad range of highly complex, controversial and sensitive issues.
  • Conduct of organizational assessments, reviews, evaluations, analyses and support audits to ensure program and organizational compliance with regulations, mandates, policy, procedures and required oversight.
  • Conduct national reviews of FAA organizations in accordance with Equal Employment Opportunity Commission Management Directive (MD)-715 guidance.
  • Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA.
  • Oversight and execution of national internal and external CR and EEO training programs and policies through the EEO Training Institute to include nationally mandated EEO Courses and conduct to include operational activities for Washington headquarters.
  • Oversight and compliance of resource management and operations support policies and procedures to include performance management, planning, finance, budget, personnel, training, contracts, material, tools, space, information, records, administrative services and reporting.
  • Develop national policy and procedures for Reasonable Accommodation and provision of policy advice to the Headquarters Action Team and prepare and analyze internal and external to ACR/FAA/DOT reports.
  • Contacts are routinely internal and external to ACR.
  • Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future.
  • May represent ACR or the FAA externally as a primary point of contact for civil rights and EEO policies/ procedures or other program purposes.
  • Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.
  • Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.
  • Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA.
