What You'll Do

  • The physical worksite for this position is located in Alexandria, Virginia.
  • Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.
  • Position may be eligible for situational telework in accordance with agency policy/business unit discretion.
  • The agency currently allows for 52 hours of telework per calendar year. *If selected for an interview, applicants are encouraged to discuss telework options and eligibility specific to the position in which they applied with the hiring manager.
  • This position serves as a Supervisory Contract Specialist within the Office of Procurement and reports to the Deputy Director of Procurement for the USPTO and assists the Office of Procurement Director in carrying out the functions and duties of the office.
  • This role is your next ideal career goal for you if: You're committed to being responsible for continuous review of procurement operation procedures to determine which areas need improvement to ensure adherence to prescribed regulations and/or to expedite the processing of procurements; and provides overall technical advice and counseling to USPTO procurement personnel.
  • You have strong writing skills to assist with the overall Office of Procurement policies and objectives, developing procedures necessary for successful accomplishment of the procurement mission, and managing all functions of the office, including planning and assigning work and managing staff and financial resources.
  • You're an expert in serving as a principal advisor on acquisition strategic planning, procurement management, performance-based contracting, and implementation of e-Government for procurement activities.
  • You have expert knowledge and experience in being responsible for meeting the Small Business Administration's socio-economic goals for procurement activities, maintaining a low ratio of efficiency, and adhering to procurement action lead-time standards.
  • You're excited to lead and provide management guidance to subordinate staff; resolves major problem areas; keeping subordinates informed of procurement operation goals; areas of emphasis, procurement trends and work priorities; and establishes office policy to assist the supervisors in the exercise of proper personnel management.
  • You have strong oral communication skills to be responsible for maintaining liaison with the Department of Commerce acquisition offices for the purpose of keeping abreast of statutes, policies and regulations that may affect significant procurement decisions.

Requirements

  • Education may not be substituted for specialized experience at the GS-15 grade level.
  • If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned.
  • Education completed in foreign colleges or universities may be used to meet the requirements.

  • Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.

  • A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education.
  • Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website.
  • You must provide a copy of the letter containing the results of the equivalency evaluation with a course-by-course listing along with your application.
  • Failure to provide such documentation when requested will result in lost consideration.
