About the Role
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the ACQUISITION DEPARTMENT with NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 and GS-15. This position has a control point equivalent to the GS-14 step 10 level.
What You'll Do
- →You will analyze trends discovered in acquisition processes and procedures and recommend improvements, as appropriate.
- →You will develop and present training to the contracting workforce to introduce regulatory and local policy changes.
- →You will give advice, counsel, or instruction to supervisors and employees on technical and administrative matters.
- →You will analyze price or cost data for pre-award and post award procurement activities of construction and Architect/Engineering, (A/E) contracts.
- →You will advise planning personnel on adequacy of specifications, special provisions, pricing considerations, competitive source selection processes and procedures.
- →You will oversee planning, direction, and timely execution of projects as well as policy and procedure development and implementation based upon legislative and other changes.
- →You will ensure all follow-up actions are timely executed by contracting personnel and evaluates PMAP and IG findings, making recommendations for improvements and providing solutions to contracting issues.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
