About the Role
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT of NAVFAC ROICC SOUDA BAY.
What You'll Do
- →You will perform both pre award and post award contracting functions relating to the planning, development, advertisement, award, and administration of contracts for design, construction, utilities, and alteration.
- →You will procure and administer contracts for long range procurement programs involving multiple appropriations over a period of several years.
- →You will be responsible for the total administrative and technical supervision of Division/Department personnel.
- →You will plan work to be accomplished by subordinates to meet program goals, objectives and broad command priorities, sets and adjusts short-term priorities, and prepares schedules for completion of work.
- →You will ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase request.
- →You will conduct market research to determine capabilities in the industry and determine options, milestones, and sources to be solicited including the use of subcontracting, set-asides, and other socio-economic policies.
- →You will develop systems for evaluating and monitoring contractor performance for compliance with terms and conditions of the contract.
- →You will assure compliance with cost accounting standards, and identify potential funding and production problems and initiate remedial or corrective actions.
- →You will participate in internal reviews to ensure acquisition compliance and analyze and determine the corrective actions for any problem areas identified as a result of the internal reviews or on-site Process Management and Audit Program reviews.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- ✓A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after January 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
