About the Role
You will serve as a SUPERVISORY CONTRACT SPECIALIST of NAVAL FAC ENGINEERING CMD FAR EAST. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.***
What You'll Do
- →You will provide leadership and management of subordinate personnel ensuring satisfactory work in pre award and post award contracting functions.
- →You will administer long-term, complex contracts of highly specialized, extensive, new or innovative techniques for facilities construction, design, and services.
- →You will perform quality assurance reviews and conduct studies of problems areas, reviews contracts, contracting plans, and contract changes for propriety of acquisition method, contract type, and ensure compliance with policies and regulations.
- →You will provide expert knowledge of federal, departmental, agency and contract laws to include regulations with Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS).
- →You will supervise a team, manage workloads, develop performance standards, and handle administrative and personnel actions.
Requirements
- ✓Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A.
- ✓A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.
- ✓At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- ✓(This requirement can be obtained within the bachelor's degree or in addition to the degree.) Must provide copy of Transcripts.
- ✓NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
- ✓Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement.
- ✓Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
- ✓Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position.
- ✓Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
- ✓Military Spouses and Family Members may apply 30 days before their anticipated arrival date.
- ✓However, they will not receive preference until arrival at the foreign location.
- ✓Additional documentation may be required prior to granting preference.
- ✓Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.
