About the Role
This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Division Chief assigned to provide contracting support to a Program(s) assigned to the Missile Defense Agency. Directly supporting the Chief of the Contracting Office (COCO), by executing acquisition and procurement strategies for the assigned MDA programs.
What You'll Do
- →Salary Ranges are the following unless statutory/regulatory rates prevail.
- →As a Supervisory Contract Specialist at the NH-1102-4 broadband level, some of your typical work assignments may include: Has ultimate responsibility for effective and successful execution of the acquisition and contracting mission.
- →Planning, organizing, and directing contracting and other business management activities to deliver rapid response capabilities for classified and unclassified programs and eliminate or reduce significant bottlenecks in contract execution, promoting team building, and improving business practices.
- →Providing oversight and guidance in support of MDA's Missile Defense System (MDS) research, development, test and evaluation; science and technology; systems integration and engineering; and professional support services for complex, large-scale, long-term multi-million-dollar contracts.
- →Exercising independent judgment in rendering decisions and making recommendations affecting all aspects of procurement for mission accomplishment.
- →Resolving problems on diverse, innovative and complex procurement issues across functional and organizational boundaries where no established practices or precedents may be available to assist.
- →Operating in a risk tolerant environment but assessing risk and potential solutions offered by various innovative acquisition strategies.
- →Implementing broad policy, direction, regulation, and long-range plans established by higher authority for contracting and acquisition related issues ensuring streamlined policy, practices, and procedures are in place to expedite the fielding of capabilities.
- →Ascertaining facts and obtaining responses from appropriate activities to reply to inquiries from senior leaders, other staff offices, Congress, OSD, DA, and industry.
- →Adapting and interpreting policy and legal guidance within span of authority to ensure a uniform and balanced procurement program that takes appropriate risks to achieve outcomes at a faster pace.
- →Conducting acquisition planning and determining contractual strategy to be used in the acquisition of a specific program element.
- →Overseeing the efforts of contracting, technical, and administrative personnel engaged in the execution of the mission which may include executing grants, SBIR/STTRs, cooperative agreements, and other transactions as well as traditional contracting instruments.
- →Leading a team of contracting professionals in the procurement of highly specialized research and development requirements for programs/activities and overseeing training needs for their professional development.
- →Overseeing the work of employees and plans work to be accomplished in the most efficient manner possible.
