This position is located with Bonneville Power Administration, in one of the Tier IV teams within Contracts & Strategic Sourcing (NSS), Supply Chain Services (NS), Chief Administrative Office (N). A successful candidate in the Supervisory Contract Specialist position will serve as a supervisor of a group of contract specialists, providing technical leadership and mentoring to junior contract specialists, management, and other staff members.
What You'll Do
- →As a Supervisory Contract Specialist, you will: Supervise and Direct Staff: Plan, schedule, and assign procurement work to team members based on priorities and individual capabilities, while evaluating their performance and developing performance standards.
- →Lead and Develop the Team: Provide technical leadership, mentorship, and instruction to junior specialists, identify staff training needs, and address employee complaints or minor disciplinary issues.
- →Execute Complex Procurements: Personally perform full-lifecycle contracting duties for large, highly complex, and unique equipment systems, services, or construction where little or no contractual precedent exists.
- →Develop Acquisition Strategies: Research market sources, perform comprehensive procurement planning, and design innovative acquisition plans, source selection criteria, and contract terms.
- →Negotiate and Award Contracts: Evaluate contractor proposals through detailed cost and price analysis, conduct pre-proposal conferences, negotiate terms with industry leaders, and award contracts.
- →Administer and Close Out Contracts: Monitor ongoing contractor performance, issue contract modifications to clarify requirements, and manage final contract terminations or closeouts.
