Protect your homeland and defend your culture. Join USCIS, America's frontline defense against illegal foreign infiltration and fraud. As a Supervisory Business Operations Specialist, you will be responsible for leading and managing the Suspension and Debarment Branch (SDB).

What You'll Do

  • Provides administrative and technical supervision to Business Operations Specialists and related personnel, including planning, assigning, and evaluating work on complex and sensitive suspension and debarment cases.
  • Oversees and performs expert-level analysis of administrative records, assesses the legal sufficiency of referrals, and prepares recommendations for action by the Suspension and Debarment Official (SDO).
  • Develops performance standards and expectations, evaluates employee performance, provides feedback and mentoring, and takes appropriate personnel actions such as recruitment, hiring, promotion, discipline, and employee development.
  • Ensures work products meet standards for accuracy, completeness, and compliance with applicable laws, regulations, and policies, and resolves technical and administrative issues within the program.
  • Ensures staff are trained in relevant legal authorities and policy requirements, and that all work is conducted in accordance with safety, workplace, and organizational standards.
  • Acts as a recognized subject matter expert on suspension and debarment, independently handling the most complex and sensitive administrative enforcement actions under federal procurement and non-procurement regulations.
  • Evaluates highly complex referral packages, determines sufficiency and reliability of evidence, assesses applicability to affiliates, and develops recommendations for suspension, debarment, administrative agreements, or other remedies for the SDO.
  • Collaborate with Assistant US Attorneys, Offices of Inspector General, investigative agencies, contracting officials, and legal counsel to ensure alignment of suspension and debarment actions with enforcement strategies and legal requirements.
  • Manages and advances the suspension and debarment program by developing policies, procedures, and internal controls; drafting and updating guidance and training materials; and identifying and implementing process improvements.
  • Monitors program performance, prepares leadership reports, supports government-wide reporting, represents USCIS in interagency forums, and provides training and expert consultation.

  • Citizenship and Immigration Services.
  • This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S.
  • Federal or Military employee serving overseas.
  • Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position.
  • You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
