About the Role

The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of War (DoW) under the direction, authority, and control of the Office of the Under Secretary of War for Intelligence (OUSW (I&S)). This is a Tier 1 Defense Intelligence Senior Level (DISL) within the Office of Trust Decision (TD) and reports to the Associate Director TD.

What You'll Do

  • Trust Decision (Adjudications) (TD(A)) mission is to provide a full spectrum of risked-based operations to identify and address personnel vetting risk to preserve mission readiness.
  • TD(A) maintains responsibility for all suitability, credentialing and childcare cases as well as rendering adjudicative decisions on Department of War contractor personnel in accordance with federal regulations and personnel security policy.
  • The adjudicative Operating Component of DCSA protects national security by determining whether military and civilian personnel meet the stringent standards of integrity and reliability required for clearance eligibility.
  • Balancing risk management with rapid operational deployment, TD(A) delivers timely, objective, and policy-driven adjudicative decisions.
  • Responsibilities of the Senior Advisor, Trust Decision include: Represent DCSA on DoW and national level committees and in conferences and meetings where decisions are made that result in new or refined policies, program and operations initiatives that may cause the expenditure of large sums of money and human resources and impact the Department's position related to TD(A) areas of responsibility.
  • Maintain contact and liaison with appropriate elements of the intelligence, law enforcement, and security communities to establish cooperative networks, share information, and remain aware of the latest operational and technological developments.
  • Serve as the primary coordinator with agency and interagency program leads to synchronize national-level personnel vetting initiatives.
  • Lead modernization of the personnel vetting enterprise by integrating insider threat detection, automated record checks, background investigations, adjudications, and related national security missions.
  • Evaluate security procedures and program effectiveness; identify gaps and implement risk-based improvements that reduce investigative delays, lower operational costs, and mitigate insider threats.
  • Prepare and analyze technical reports, responses to inquiries, justifications, and background papers.
  • Provide expert consultation on Trust Decision responsibilities to DCSA leadership, Department of War officials, customers, and industry partners in support of maintaining a trusted workforce.
