About the Role

The Technical Career Field (TCF) Trainee is an integral member of a Safety and Health program covering a wide range of responsibilities, including topics such as fire safety to radiation safety and industrial hygiene. The trainee serves in this role supporting safety and health staff in regulatory compliance, research, training, program development, accident prevention and safety surveys in a healthcare environment.

What You'll Do

  • The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.
  • Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor.
  • Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.
  • That's why we created the Technical Career Field (TCF) Program - one of the largest training programs at VA.
  • TCF positions equip professionals (including veterans) with the specialized knowledge they need to support the delivery of quality health care for our Nation's veterans. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
  • Promotion Potential: This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision.
  • The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
  • Selection at a lower grade level does not guarantee promotion to the full performance level.
  • Safety and Occupational Health Specialist Technical Career Field (TCF) Trainees work with supervisors, union officials, and safety and occupational health committees to eliminate or control hazardous operations or conditions.
  • The trainee performs nonsupervisory work in one or more of the following areas: Inspecting: Observing workplace conditions and employee performance patterns to identify hazards, detect risks, and determine causal relationships; developing abatement recommendations for safety and occupational health hazards.
  • Investigating: Searching for clues, studying variables, questioning witnesses, and retracing sequences to uncover the sources of reported injuries and illnesses.
  • Recording: Assuring the validity of data collected, accurate documentation of occurrences and data summaries, and maintenance of program information.
  • Analyzing: Examining available data to identify possible sources of losses experienced, determining critical factors prior to occurrence, and recommending alternatives to eliminate or minimize losses from injuries and illnesses.
  • Reporting: Defining terminology, writing summaries, and preparing summary documentation related to safety and occupational health.

  • Physical Demands: The trainee is sedentary for long periods but is frequently required to make site visits to conduct surveys; these requiring prolonged standing, walking, climbing, bending, stooping, stretching, reaching, and other physical movement.
  • Because the trainee is often exposed to fire code inspections, construction sites, and hazardous materials, high levels of physical coordination, balance, and good health are required.
  • Work Environment: The work will take place in an office setting; however, frequent exposure to construction hazards, high noise levels, toxic substances, equipment and machinery, temperature extremes, dust, fumes, and adverse weather conditions is sometimes required.
  • Personal protective equipment may be required when conducting surveys and investigating hazardous operations.
