The Navy Region Northwest (NRNW) Fleet & Family Readiness Program Non-Appropriated Fund (NAF) Human Resource Manager position is located at Keyport, Washington, providing oversight support to NAF Human Resources recruitment, selection, indoctrination, payroll, labor/employee relations and NAF personnel security for a total workforce of approximately 950 employees.
What You'll Do
- →MAJOR DUTIES AND RESPONSIBILITIES Directs large and diverse Human Resources Program supporting a multitude of activities, facilities, programs, services and events at three major Navy installations and 12 geographic locations within the Northwest Region.
- →This position supervises a consolidated HR office consisting of one NF-4 Human Resource Specialist, One NF-4 Management Analyst, six NF-3 HR Assistants, Payroll Technician, and Personnel Security Assistant.
- →Responsible for the development, management, supervision, administration, planning, and technical direction of a comprehensive NAF Human Resources program, including recruitment and staffing; position classification, compensation review and planning; employee relations, including Equal Employment Opportunity (EEO); labor relations, and employee development.
- →Responsible for design and implementation of local NAF human resource policies, ensuring compliance with all legal and regulatory guidelines.
- →Responsible for consistency in the application of all NAF policy region-wide within each regional organization (Morale Welfare & Recreation (MWR), Unaccompanied Housing (UH), Fleet & Family Support Program (FFSP), Child Youth Program (CYP), Galley Programs) to facilitate that organization's stated mission and objectives.
- →Responsible for the administration and delivery of benefit programs and services to employees, including: 401(k), retirement, health and life insurance, disability, workers compensation, and unemployment.
- →Responsible for the protection of the Command, its funds and employees regarding claims arising from employment actions, to include wrongful discharge, non-selection, and grievances regarding working conditions or safety.
- →Responsible to consistently meet the Navy's objectives regarding employment, equal opportunity, training, corrective and disciplinary actions, and workplace safety.
- →Maintains and ensures efficiencies of major employee information systems for employee files, timekeeping, payroll and manpower.
- →Serves as liaison to the region Human Resource Office (HRO) for program APF employees and initiates and tracks progress of all APF actions.
- →Advises and provides guidance to Region N9/Program Directors/Installation Managers on human resource matters and may act on their behalf for HR related issues.
- →Serves as the local technical expert on all NAF personnel matters.
- →Responsible for providing training, guidance, advice, assistance and interpretation of personnel policies and procedures for the Program Directors, managers, supervisors, and employees.
- →Serves as authorizing official for all employee and/or labor relations action requests by management officials.
Requirements
- ✓Requires a four-year degree in human resources administration or related field OR A minimum of 5 years of specialized experience may be substituted for the degree.
