About the Role

The eTAS Program Office within Human Capital (HC) is responsible for TSA's authorized time, attendance, and scheduling system for over 400 federalized airports nationwide. In addition to managing scheduling and payroll activities for approximately 48,000 officers, the eTAS Program Office is also responsible for identifying requirements, system administration, enhancements and upgrades, user acceptance testing, deployment activities, and ongoing training and communications.

What You'll Do

  • This Program Analyst position is located in Human Capital/HC Operations Office, Transportation Security Administration, Department of Homeland Security (DHS).
  • Duties include but are not limited to: Serving as subject matter expert on scheduling, time and attendance, and reporting technologies, providing oversight, technical interpretations, and ensuring compliance with relevant regulations and policies across diverse operational environments.
  • Collaborates with internal and external stakeholders for scheduling and pay processing activities.
  • Advise management on operational effectiveness and efficiency of the electronic time, attendance, and scheduling (eTAS) technology and procedures.
  • Applies advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and viability of the eTAS solutions.
  • Adapts analytical methods and techniques to address specific issues and develops new approaches to resolve complex scheduling and time and attendance system, integration, or process issues.
  • Provides recommendations to address areas of concern; oversees execution of enhancements, system integration, and fixes and assesses the effectiveness of the implementation.
  • Confers with supervisor or manager on execution and tracking of project tasks and plans.
  • Validates and coordinates tasking of counterpart or subordinate organizational units as directed by supervisor or senior TSA officials.
  • Provides technical and tactical advice, resolves problems, reviews program status, and modifies schedule and priorities to accomplish duties.
  • Identifies and determines type of actions required to meet assigned timeframes and deadlines.
  • Design, develop, and maintain tracking dashboards that effectively communicate eTAS program status, airport operational metrics, and performance data to stakeholders at all organizational levels, supporting informed decision-making and enhancing situational awareness.
