THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST-TITLE 5, Position Description Number PDT5615P01 and is part of the KY USPFO, National Guard.
What You'll Do
- →As a PROGRAM ANALYST-TITLE 5, GS-0343-9, you will develop plans and procedures for validating unit/activity accountability and inventory certifications.
- →Evaluate the effectiveness of unit programs and processes in meeting their established goals and objectives.
- →Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
- →Plan, coordinate, and execute steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects.
- →Plan and accomplish evaluations using evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation.
- →Review audits and reports to determine accountability trends to develop scope of review and recommendations to improve processes and corrective actions.
- →Measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives.
- →Perform inventories of unit equipment and supplies and analyzes requisition data to determine causes of any discrepancies.
- →Develop cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
- →Provides leadership with assessments of the unit's ability to conduct unit logistics operations and account for federal property.
- →Develop processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers.
- →Note deficiencies, identify necessary resources, and recommend corrective action.
- →Recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
- →Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review.
Requirements

- ✓Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility.

- ✓Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation.
- ✓This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- ✓An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- ✓Substitution of Education for Specialized Experience: To qualify for GS-0343 Title 5 Excepted Service positions, on the basis of completed graduate education listed below.
- ✓Master's or equivalent graduate degree -OR- 2 full years of progressively higher level graduate education leading to such a degree -OR- Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level.
- ✓You must combine education in excess of a 1 full year of graduate level education with specialized experience that equals 100% of the qualification requirements.
- ✓To receive credit for education, you must provide OFFICIAL transcripts for validation.
