This position is located in the Department of Veterans Affairs, Office of Management (OM), Office of Benefits, Discretionary Budget Staff, Budget Programming Division. The incumbent performs a wide variety of administrative and analytical duties connected with the budget programming, presentation, and execution of VBA's General Operating Expenses (GOE) budget.
What You'll Do
- →Supports the budgeting process by helping apply knowledge of Federal budget procedures to assist in organizing balanced, time-phased resource allocations and identifying requirements.
- →Supports the review of proposed outyear resource allocations by helping analyze and evaluate, both quantitatively and qualitatively, how effectively they may support programs or operations in meeting established goals and objectives.
- →Supports the Budget Programming process by assisting in planning and coordinating resourcing strategies that align programs with mission priorities.
- →Supports efforts to review and suggest basic improvements to how resource requirements are validated, prioritized, and funded, and helps identify potential impacts on administration programs and resources.
- →Supports the development of programming guidance, assists in reviewing and confirming outyear requirements, provides basic input on outyear resource allocation, and helps with preliminary risk assessments.
- →Supports sharing the strategic goals and objectives of the SECVA and USB VBA with team members and helps ensure these priorities are reflected in the outyear funding and requirements framework prepared annually by the Programming Division.
- →Supports maintaining and adjusting long-range plans and provides basic input when mission goals or objectives change.
- →Completes analyses of data and identifies programmatically significant findings as they relate to the development of long-range resource requirements.
- →Supports efforts to identify and suggest basic improvements to resource and budget processes to help strengthen effective and efficient resource management decisions.
- →Supports meetings and discussions with agency administrators, subject-matter experts, technical staff, and officials from other federal agencies by helping gather and share information, reviewing facts, and assisting in presenting basic conclusions or recommendations.
- →Helps explore alternative solutions, obtain needed feedback, and contribute to resolving issues collaboratively.
- →Supports communicating assignments and project details to team members by helping point out key tasks, milestones, deadlines, and timelines for completion.
- →Supports VBA Business Lines and Staff Offices by helping identify and flag resource issues and assisting in addressing them as needed.
- →Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: Available Telework: Ad-hoc telework (situational telework) available as determined by the agency policy.
