About the Role

This position is located in the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)), Enterprise Administration & Management (EA&M). The Under Secretary of War for Intelligence and Security (USW(I&S)) is the principal staff assistant to the Secretary and Deputy Secretary of Defense for all intelligence, counterintelligence (CI) and security, and other intelligence-related matters.

What You'll Do

  • This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601 If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.
  • If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS.
  • For more information see https://dcips.defense.gov/ Incumbents typical work assignments may include the following: Serves as a Senior Acquisitions Analyst responsible for overseeing EA&M program acquisition, contract funding actions, pre- and post-award contractor performance.
  • Produce written plans and strategy documents that are clear and accurate, reflecting the established priorities and interests of the government and demonstrate senior level expertise with respect to the benefits and potential risks of relevant alternatives.
  • Provide input and analysis to prepare Performance Work Statements (PWS), Performance Requirements Summary Matrices (PRSM), Quality Assurance Surveillance Plans (QASP), Inter- agency Agreements (IAs), and other requirements documents.
  • Prepare acquisition packages including requirements documents, market research reports, Independent Government Cost Estimate, input to determinations and Justification and Approval input, source selection plans, and evaluation criteria options.
  • Provide oversight and technical guidance for contracting activities.
