About the Position: This position, Program Analysis Officer (Data/Technology), GS-0343-15 serves as an expert, consultant, advisor and as the Chief Command Data and Artificial Intelligence Officer and Knowledge Management (CDAO/KM) for Special Operations Command Europe (SOCEUR). It is located in Stuttgart, Germany on Patch Barracks.
What You'll Do
- →Lead SOCEUR's Data Management structure, the implementation of the command's Information Management Framework, and Digital Transformation, and DoW's "Artificial Intelligence Acceleration Strategy" to become an "AI-first" warfighting force.
- →Be an expert in developing, applying, and communicating complex technology and quantitative and qualitative methodologies and analytical techniques.
- →Responsible for mapping out the major priorities for AI and digital transformation and serving as the command's lead, in coordination with the SOCEUR J-6 and J-3 on command, control, and communications (C3) for AI and digital innovation.
- →Champion the use of modern data management, drawing heavily on best practices from the technology industry, such as leveraging open-source technologies and agile development in an environment where speed and accuracy are essential.
- →Identify emerging technologies, including AI and data management and collection technologies, understand their potential to impact mission, and find ways to incorporate their seamless adoption into SOCEUR operations and data management architecture.
- →Leverage funding resources identified by the J-8 within existing processes.
- →Work to bring leadership and staff the ability to use world-class digital services (e.g.,AI) to solve specific problem sets and to transition to the broader command data and information technology (IT) enterprise.
