About the Role

This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent serves as the Procurement Analyst for all procurement automation initiatives throughout DHRA and DoD. Develops plans and proposals for new and on-going automation efforts. This job will close when we have received 50 applications, which may be sooner than the closing date.

What You'll Do

  • This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
  • As a Procurement Analyst at the GS-1102-14 some of your typical work assignments may include: Serves as the lead Procurement Analyst and system administrator/trainer for all procurement automation initiatives throughout the Defense Human Resources Activity (DHRA) and DoW, developing plans for new and ongoing automation efforts.
  • Provides direction on the analysis of contract requirements and obligations, tracks historical contract data and recommends strategies for data reporting, contract spend, competition and contract vehicles used.
  • Represents the Agency in all functional meetings and applies directives; develops and implements policies, procedures, and functional requirements for information technology projects related to the DoW's eBusiness program initiatives.
  • Provides guidance and oversight on all facets of the Contracting Officer's Representative (COR) program, including validating funding, developing procedures for requirements development, and monitoring COR training and certifications.
  • Guides post-award contract administration as it relates to eBusiness systems, including validating contractor compliance with terms and conditions, reviewing invoices, managing cost/schedule control systems, and supporting contract closeout or termination.
  • Collects, interprets, and analyzes contracting data to prepare charts, reports, and briefings for senior management on topics such as competition, small business utilization, and procurement trends.
  • Guides agency personnel on the creation and administration of FS Form 7600A agreements, the application of GT&Cs, FS Form 7600B orders and the use of the G-Invoicing system.

  • Such study may have been performed on a full-time or part-time basis.
  • If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
